When setting up a zip code restricted rate in the Better Shipping app, there are a few ways to add your zip code areas.
Using the zip code restriction is optional. If you have the feature turned off when you set up your shipping rate, the shipping rate will appear for any customer within the selected Shopify shipping zone in your ShopifyAdmin->Settings->Shipping->GeneralProfile->ManageRates settings.
But if you need to have more control in which customers can see your shipping rates, the zip code feature is excellent.

You can create a list of zip codes in the include zip codes section of the shipping rate. Using the includes zip codes section means the shipping rate will only appear to customers who are inside the zip code area.
e.g. 10001, 10002
only customers within those 10001 and 10002 will see the rate. All other customers will not see the rate.
You can also use the exclude zip codes section of the shipping rate. Adding zip codes in the exclude section means that only customers who are not within your zip codes will see the shipping rate (and those who are in the excluded area will not see it).
e.g., 10001, 10002
All customers who are not in 10001, or 10002 (and are within the Shopify shipping zone) will see the shipping rate. Customers in 10001 and 10002 will not get the rate.
You can also use a mixture of the two. The app will always check the includes section first, and then check the excludes section second. For example, if you have:
includes: 10000, 10001, 10002
Then, customers in zip codes 10000 and 10001 will see the rate. But customers in 10002 will not because it's been excluded. Customers in 10003 and all other zip codes will also not see the rate (as the include rule sets that limitation).
The Better Shipping app supports zip codes in comma separated value format. You can enter zip codes individually in the exact match section, e.g.
10000, 10001, 10002, 10010, 20001, …, etc.
To cover the exact list of zip codes
You can also use the zip+4 to really drill down the areas:
100011234, 10001, 100022446, …, etc.
And you can also use the starts with matching for the zip codes. The starts with field will match any zip codes that start with the first numbers you enter. For example, you can enter:
which will cover the whole state of New York. 10 will match zip codes from 10000 to 10999. 11 will match zip codes from 11000 to 11999 etc.
You can also add the exact zip codes in this area to match all of the zip+4 areas as well. Adding 10001 in the starts with section will match all zip+4 codes in 10001, e.g., 100010000 to 100019999.
You can find a list of each state's starts with zip codes below and copy and paste them together to create your areas. Or use them as a starting point to refine your area within a state.
